Varun here. Thank you for sharing this!
Would you know if this Infrastructure Investment Prioritization Initiative
program is a call for papers or does it represent a broader funding program
for applied research?

I ask because this initiative aligns really well with Groundwork-an applied
research initiative <https://www.energytransitionumass.org/groundwork>,
that I am part of.
We work with cities to develop bottom-up tools to address top-down
decarbonization goals through integrated capital planning. An engagement
involves:

   - Aggregating good-enough data across multiple assets (sewer, water,
   gas, electric, roads, buildings) through primary and secondary sources.
   - Right-sizing capital intensive interventions to align with current
   state and future needs.
   - Identifying opportunities to coordinate expensive capital projects
   such as water / sewer main replacements with undergrounding electric lines
   in areas committed to deep decarbonization or improved reliability.
   - Improving evidence for costs & benefits for capital intensive local
   energy projects.
   - Establishing software-defined integrated planning processes at the
   distribution level.
   - Advocating for "Dig Once" policies to steer communities towards
   climate, resiliency, and equity goals.

Mark just shared that is operating in this space, please do let me know!
