Hmm, this seems to work for me on ami-23dae94a:

$ aws ec2 run-instances --image-id ami-23dae94a --instance-type t1.micro
$ ssh ec2-user at ec2-23-20-134-70.compute-1.amazonaws.com
$ su
root at domU-12-31-39-0C-58-56:/usr/home/ec2-user #

Which AMI did you use?
