Level 0 doesn't actually require you to put the steps online, since
there's nothing secret about doing it.  For level 0 it is sufficient to
just send me an encrypted message containing:

>    - the name of your team
>    - the Stevens usernames of all members of your team
>    - the PGP key id(s) for which the instructions should be encrypted

For the levels after level 0, you'd put the file and signatures online
and send me an email with the URL.
