[cs615asa] pkg_add not adding any files

I'm trying to install Python3 on the test AMI using pkg_add
ftp://ftp.netbsd.org/pub/pkgsrc/packages/NetBSD/i386/7.0/All/python36-3.6.5.tgz

The command gives the output: libffi-3.2.1nb4: registering info file
/usr/pkg/info/libffi.info
But no files for python3 appear to be actually added to the filesystem.

running pkg_add
ftp://ftp.netbsd.org/pub/pkgsrc/packages/NetBSD/i386/7.0/All/python36-3.6.5.tgz

again gives the following output.

pkg_add: package `python36-3.6.5' already recorded as installed
