[cs615asa] hw1 issue

I am running the ami-bc8fc8d6 in the us-east-1 zone and it works fine.

The i386 instanceNetBSD-i386-7.0-201511211930Z-20151121-1234 (ami-569ed93c) has the same issue, I created the instance in us-west(California), they all failed.
