In more easily understandable terms, the key id is the last eight octets
the fingerprint (i.e., the hash of the public key) (or the last 16
octets if you choose to use the "long key id" format).

E.g.:

gpg --fingerprint jschauma at stevens.edu
pub   2048R/9BED3DD7 2016-04-27
      Key fingerprint = B201 E8B2 021F 15DC 2C5C  DDF5 A5C1 475C 9BED 3DD7
uid                  Jan Schaumann <jschauma at cs.stevens-tech.edu>

Note the keyid "9BED3DD7" in the second line matches the last 8
