[cs615asa] Spinning up an EC2 instance in another region

All,

When trying to create a NetBSD instance in another region using the community AMI for that region, I get an error saying AMI not found. I have specified run-instances with the --region flag with the appropriate region. Is it just not possible to spin up an instance in a different region with the normal key and security group used for creating instances in the default region?
