[cs631apue] Question about the project

Dear Professor Jan

When I implement the "-q" flag,
I found it's not just about ASCII code.
It should cover other encoding methods for like
Chinese or Japanese and etc. It's really difficult
for us to do that. Can we just make reference to
the standard Linux code and annotate those codes out?
