[cs631apue] ".1" files in NetBSD code

I have a question. In each NetBSD command folder, there is a README like
file called *.1, it contains copyright and simple usage but it's not the
contents in man page.

So, why these fils ended in ".1" instead of other formarts?
How do NetBSD users access(or use) to these files (except via reading
source), or they are just for developers?
