[cs631apue] Question about "~"

Hi Prof,

In the sws spec, it says "If the request begins with a "~", then the
following..." So what's the meaning of begins with a "~"? It maybe "GET
/~somebody HTTP/1.0" or "GET ~somebody HTTP/1.0". Which one is correct?
