1. The FTC banned employers from using noncompete contracts to prevent most=
 workers from joining rival firms.

The measure, approved by the agency=E2=80=99s Democratic majority on a 3-to=
-2 vote, marks the first time in more than 50 years that FTC officials have=
 issued a regulation to mandate an  economywide change in how companies com=
pete =
 (=F0=9F=94=90 read fo=
r free). The Biden administration pushed for a regulatory assault on noncom=
petes in 2021, when the White House issued a blueprint for stricter enforce=
ment of antitrust laws. The FTC=E2=80=99s final rule becomes effective in f=
our months. The U.S. Chamber of Commerce plans to sue the agency as soon as=
 Wednesday over the rule. The suit would argue that the FTC lacks the legal=
 authority to issue the rule and would ask a federal court to invalidate it=
, Chamber officials said this week.

2. Columbia President Minouche Shafik is facing mounting discontent as the =
school grapples with intense protests over the Israel-Hamas war.

Some faculty and student groups have  called on her to step down =

drafted a resolution censuring Shafik, but doesn=E2=80=99t call for her ous=
ter. A spokesman for Columbia didn=E2=80=99t immediately respond to a reque=

ttend classes in person or online for the final few weeks of the term. Tens=
ions are also flaring at other schools around the country, with student gro=
ups setting up collections of tents on central campus spots and lodging var=
ious demands, including that their schools divest from companies that do bu=
siness with Israel. The protests have forced some colleges to  rethink thei=
r graduation plans =

3. Tesla reported a sharp drop in first-quarter earnings.

The car company reported net income of $1.1 billion for the January-to-Marc=
h period,  down 55% from the year prior =
. Revenue fell 9% to $21.3 bil=
lion. In contrast,  GM reported a 24% rise =

 in first-quarter profit and lifted its profit outlook for the year=
, as the automaker leans into strong demand for gas-powered trucks and SUVs=
 while trimming investment in future bets such as robotaxis. Meanwhile, inv=
estors have  pulled a net $2.2 billion =

exchange-traded funds at Cathie Wood=E2=80=99s ARK Investment Management, w=

4. Tabloid publisher David Pecker testified about a deal to bury stories th=
at were politically harmful to Donald Trump.

Pecker told jurors =
 that after a meeting with the fo=
rmer president in 2015 he spoke to Michael Cohen, then Trump=E2=80=99s lawy=
er, about buying a doorman=E2=80=99s story of Trump fathering a love child =
with his housekeeper and Playboy playmate Karen McDougal=E2=80=99s story of=
 an affair with the former president. Prosecutors say that agreement consti=
tutes a criminal conspiracy. Trump has denied an affair with McDougal. Earl=
ier in the day, Justice Juan Merchan weighed whether Trump had violated a g=
ag order that bars the former president from threatening witnesses involved=
 in the trial. After proceedings wrapped up for the day, Trump railed again=
st what he called the =E2=80=9Ctotally unconstitutional=E2=80=9D gag order =
and blamed the trial on President Biden.

5. The U.S. is drafting sanctions on Chinese banks aiding the Russian war e=
ffort, according to people familiar with the matter.

The banks serve as key intermediaries for commercial exports to Moscow, han=
dling payments and providing client companies credit for trade transactions=
 Beijing has heeded Western warnings not to send arms to Russia since the =
beginning of the Ukraine war. But China is now Moscow=E2=80=99s primary sup=
plier of circuitry, aircraft parts, machines and machine tools, which U.S. =
officials say has allowed Russia to rebuild its military industrial capacit=
y. As Secretary of State Antony Blinken heads to Beijing, officials are cou=
nting on the  threat of banks losing access to the dollar =

 and the risk of roiling trade ties with Europe to per=
suade China to change tack.

An icy comet with a demonic sobriquet is now visible to the naked eye for t=
he first time in 71 years. Look for the Devil Comet in the western sky, dow=
