[Themaintainers] CFP Computing within Limits

Hi Camille,

In my experience, generally not. We've had non-academics present at our
Maintainers conferences. (Indeed, we want to tack even harder in that
direction.) Again in my experience, the selection process often comes down
to whether the submission fits the typical genre of proposals. (I'd be
happy to chat about that 1:1, if it would be helpful.)
