[Themaintainers] Coronavirus Tech Handbook

It's a great resource, indeed—developed by the good folks at Newspeak
House in London. I was on a call with Ed from Newspeak the other day,
who was barely sleeping for all the work of doing this. For the sake of
self-maintenance, I begged him to sleep.

This week I also gave my Hacker Culture students the option to
contribute to it for their weekly assignment.
