[Themaintainers] Interpretative work on infrastructural "maintenance debt/gaps"?

Hello,
I am currently leading a research effort into water and sewage infrastructure and the intersection of systems engineering, financing, organizational, and public discourse/political attention aspects in long-term maintenance and planning in this sector.
This specific subject matter is fairly new to me, but I am really struck and fascinated by some of the politics and interpretative flexibilities that goes into various logics/discourses around long-term thinking and governance on infrastructure maintenance. Specifically, the notion of “maintenance debt/gap”, the quantification of that phenomena in monetary and risk terms, and the usage of such debt/gap estimates by water and sewage actors in “competitions” with other infrastructure sectors/policy domains when it comes to public attention and resources, seems to me a really rich and interesting area to study – not just for water and sewage but other ostensibly mundane infrastructures as well.
As is often the case, I am sure much good interpretative social scientific work has already been done on this topic. If anyone on this list know of quality work in this general area that they could recommend to me, I would be very grateful!
