WCPR Constitution Amendments

I apologize for the previous E-mails, there was difficulty in attaching 
the document file to this e-mail. Below the Amendments made to the WCPR 
Constitution are listed. Please read over it as we will be voting on it 
at the 
next general body meeting, Wednesday feb.14th 9:30 at the station. 
Please take part in this vote as it is a major part to WCPR.

The Constitutional Amendments
Spring 2007

Article III shall now be read as follows:
Article III

III.1 Elected Board Members
The Elected Board Members of WCPR, in order of succession, shall be:
1.	General Manager
2.	Program Director
3.	Business Manager
4.	Office Manager
5.	Station Engineer
6.	Public Relations Director
III.2 Officers
The officers of WCPR are general members appointed to their position 
under a Board Member by that Board Member. These positions may be 
filled or not, at the discretion of the Board Member in question. If 
the Board Member chooses not to have officers operating under his 
office, the duties fulfilled by the officers are to be fulfilled by the 
Board Member. The duties of the Officers shall be defined in the Bylaws.
		
A. Appointment
Appointed officers are appointed by the department head. All 
appointments must be approved by the majority of the remaining elected 
board members.

B. Dismissal
The removal of an appointed office can be brought up by any elected 
board member, and by a simple majority of the all elected board members 
the officer is then dismissed.

III.3 Duties of the Board Members

A. General Manager
	The duties of the General Manager are as follows:
1.	Shall be responsible for the operation of WCPR.
2.	Serves as the official representative for WCPR in all dealings and 
matters occurring between WCPR and any campus organizations, 
administrative offices of Stevens Institute of Technology, and WCPR 
alumni.
3.	Presides as chairperson at all Board Member meetings and all general 
membership meetings.
4.	While fulfilling duties as chairperson, the General Manager presides 
at the meeting as a non-voting member, but shall cast the deciding vote 
in the case of a tie.
5.	Shall be responsible for the preparation of an agenda prior to each 
meeting. A copy of the agenda must be presented to the Office Manager 
at least 24 hours prior to the time of the aforementioned meeting.
6.	Shall be responsible for preparing a “condition of the station” 
report for the NCSJ, and general membership review.

B. Program Director
	The duties of the Program Director are as follows:
1.	Shall be responsible for the scheduling and airing of all 
programming on WCPR. This includes all jurisdictions over programming 
content.
2.	Shall be responsible for maintaining the DJ program logs.
3.	Shall represent the DJs and their needs with the Board Members.
4.	In the absence of the General Manager the Program Manager shall 
assume all the duties of the General Manager as outlined in Section 
III.3.
5.	Shall be responsible for appointing Music Officers. The number of 
Music Officers required is at the discretion of the Program Director.
6.	Shall act as the chairperson of Music Officers who are responsible 
for purchasing new CDs, Records, and other broadcast media to improve 
currently existing collections.
7.	Shall be responsible for appointing the Record Librarian.  The 
appointment of a Record Librarian is required.
8.	Shall be responsible for filing weekly CMJ (College Music Journal) 
reports. Reports include what music is being played every week by the 
station. This information comes directly from the Program Director’s 
programming log.
9.	Shall be responsible for organizing the music databases for each 
category of music maintained by the Music Officers and delivering them 
to the Record Librarian for entry in the computer database.
10.	Shall be responsible for appointing Music Officers. The number of 
Music Officers required is at the discretion of the Music Director.

C. Business Manager
	The duties of the Business Manager are as follows:
1.	Shall be responsible for preparation of WCPR’s budget and various 
requests concerning the budget.
2.	Shall be responsible for maintaining accurate records of all 
financial business dealings concerning WCPR.
3.	Shall be responsible for presenting a monthly report of all WCPR 
expenditures and profits to the Board Members and compiling a report of 
all accounts at the end of each semester.
4.	Shall be responsible for the collection of payments from campus 
organizations that hire WCPR.
5.	Shall be responsible for including a minimum of one (1) silly 
request in each budget proposal submitted to the SGA.

D. Office Manager
	The duties of the Office Manager are as follows:
1.	Shall be responsible for all correspondence which takes place 
internal to WCPR (i.e. interdepartmental memos, meeting notices, etc…)
2.	Shall be responsible for picking up the WCPR mail and distributing 
it to the proper offices within WCPR.
3.	Shall be responsible for maintaining all phone messages for the 
offices of WCPR.
4.	Shall be responsible for maintaining all the files and paperwork of 
WCPR.
5.	Shall be responsible for maintaining the condition of the station 
grounds.
6.	Shall be responsible for taking minutes during all official meetings.
7.	Shall be responsible for making and displaying paper snowflakes in 
the radio station during the winter season.

E. Station Engineer
	The duties of the Station Engineer are as follows:
1.	Shall be solely responsible for maintaining all electrical and 
broadcasting equipment of WCPR in proper operating condition.
2.	The Station Engineer, or a member of his staff, must be on call 
around the clock in order to make any emergency repairs to equipment, 
which is directly necessary to comply with Section I.2.
3.	Shall be responsible for maintaining the list (serial and model 
numbers) of WCPR’s hardware assets – this includes all station 
equipment owned by WCPR and the condition of said equipment.
4.	Shall be responsible for the appointment of a System Administrator 
and Web Manager.

F. System Administrator
	The duties of the System Administrator are as follows:
1.	Shall be responsible for administering WCPR’s broadcasting server 
and all workstations.
2.	Shall be responsible for maintaining all services (http, ftp, email 
etc…) run by the server in operating order at all times.
3.	Must be on call around the clock in order to make any emergency 
repairs that are necessary to comply with Section I.2. It is the 
responsibility of the System Administrator him or herself to ensure the 
repairs are completed.
G. Web Manager
	The duties of the Web Manager are as follows:
1. Shall be responsible for the maintenance of the website. Maintenance 
includes but is not limited to current scheduling, promotional and 
operational information.
2. Must positively and professionally present WCPR to the public.

H. Public Relations Director
The duties of the Public Relations Director are as follows:
1.	Shall be responsible for all correspondence that takes place 
external to WCPR.
2.	Shall be responsible for station promotion on and off campus; in the 
case of the appointment of a Publicity Officer, shall be responsible 
for overseeing the promotions.
3.	Shall be responsible for keeping the WCPR scrapbook up to date.

I. Record Librarian
The duties of the Record Librarian are as follows:
1.	Shall be responsible for maintaining the catalogue of all WCPR’s 
music.
2.	Shall ensure that all media is stored in a predefined order at all 
times for easy location.

Article IV shall be read as follows:
Article IV
IV.1 Powers of the Elected Board Members
1.	The six (6) positions listed in Section III.1, shall make up the 
Board Members of WCPR. 
2.	The Board Members of WCPR shall decide the policies of WCPR. 
3.	The, Program Director, Business Manager, Office Manager, Station 
Engineer, Public Relations Director, are each individually subordinate 
to the General Manager and are answerable only to the General Manager 
for their actions. 
4.	Each Board Member shall create departments as needed to handle the 
requirements of his office and shall appoint members of these 
departments. The Board must approve all appointments. 
5.	The Board Members shall have the authority to enact any and all 
disciplinary action, which is approved by this constitution.
6.	All powers not specified by this constitution will fall under the 
jurisdiction of the general manager.

Article V shall be read as follows:
Article V

V.1 General Membership Meetings
1.	A general membership meeting consists of a meeting of the members of 
WCPR.
2.	A quorum for a general membership meeting shall consist of a 
majority of the Board Members and a majority of the remaining members 
in good standing of WCPR. A quorum must be present throughout the 
meeting.
3.	The General Manager, a majority of the Board Members, or a majority 
of the remaining general membership may call a general membership 
meeting.
4.	24 hour notice mandatory when calling a meeting.

V.2 Board member meeting
1. A board member meeting consists of a meeting of the board members of 
WCPR.
2. A quorum for a board meeting shall consist of a majority of the 
Board Members. A quorum must be present throughout the meeting.

Article VI shall be read as follows:
Article VI

VI.1 General Membership Suspensions

1.	All suspensions must be approved or revoked by the Elected Board 
Members at the first Board Members meeting immediately following the 
suspension.
2.	A general member can be suspended for:
i.	Damaging club equipment and/or property.
ii.	Unauthorized removal of WCPR property (i.e. equipment, etc…) from 
Station grounds.
iii.	Deliberately disregarding a decision of the Board Members or any 
individual Board Member, provided that the individual Board Member is 
the highest-ranking Board Member involved in the decision.
iv.	Any action that is in direct violation of this constitution.
3. The Elected Board Members shall determine the length of the 
suspension at the first Board meeting immediately following the 
suspension.
4. During a suspension, the suspended party has his/her access to the 
Station grounds revoked until such time as the suspension expires.

VI.2 Dismissal

Any general member of WCPR can be dismissed.
A member must be suspended before he can be dismissed.
The Board Members cannot dismiss a member. The Board can make the 
recommendation to the general membership that a particular member be 
considered for dismissal. The remaining general membership then votes 
on the dismissal recommendation at the next general membership meeting. 
A majority of the remaining general membership present at the general 
meeting is needed to approve the dismissal.

An approved dismissal can be appealed to all WCPR members including the 
Board Members. Offenses that call for dismissal are identical to those 
that call for suspension. These are listed in Section VI.1, Paragraph 
2. A general member cannot be dismissed upon committing the first 
dismissible offense. At the time, the member can only be suspended. 
However, upon execution of the second dismissible offense, the Board 
Members may choose to put forth a recommendation of dismissal to the 
general membership.

A dismissed member loses all WCPR privileges and is permanently banned 
from WCPR membership.


VI.3 Removal from Office

1.	Being convicted of or confessing to an Honor Board violation shall 
be considered equivalent to submitting a letter of resignation.
2.	A Board Member shall be removed from office upon the acceptance of a 
letter of resignation by a majority of the general membership.
3. Elected Board Members can also be removed from office by the 
impeachment procedure:
i.	Two members must present the charges to the Elected Board Members 
and/or to no less than one third of the remaining general membership.
ii.	There is to be a delay of no less than ten (10) days and no more 
than fifteen (15) days between the time the charges are presented and 
the time of the final vote on the impeachment.
iii.	The final vote on the impeachment is to be made a meeting of the 
general membership. At this time, the opposing sides will have the 
opportunity to present their individual arguments to those of the 
remaining general membership and a two thirds (2/3) vote of the 
remaining general membership present at the meeting is required to make 
the impeachment final.
 
4. Any Board Member whose impeachment receives a positive vote is 
immediately stripped of all powers of that office and is removed from 
office. The former Board Member’s status becomes that of a general 
member.
5. The reasons for impeachment can be:
i.	Not fulfilling the duties of the office to which the officer is 
elected.
ii.	Preventing another officer from fulfilling the duties of the office 
to which that officer is elected.
iii.	Execution of any punishable offense as listed in Section VI.1, 
Paragraph 2.
iv.	Discontent amongst the general body signified by a petition signed 
by a simple majority.

Article VII shall be read as follows:

Article VII

VII.1 Chaos Clause
Procedures not specifically defined in this constitution and bylaws 
shall be adapted from the latest publication of Robert’s Rules of Order.
