That was a result of using en_US.UTF-8 as the LANG environment variable,
allowing the manual page to use non-ascii characters such as e.g. the
n-dash.  Setting LANG=C before converting the manual page fixes that:

LANG=C nroff -man ec2-backup.1 | col -b > ec2-backup.txt

Refresh your browser and you should see only ascii characters.

The filter is not in any way restricted.  It's a filter: whatever is
provided will be executed (either locally or remotely) with stdin being
fed the output of tar(1).
