[cs631apue] late submissions

Hello,

As per the general homework guidelines linked to from the course website
(https://www.cs.stevens.edu/~jschauma/631/hw), homework submissions will
not be accepted if they are late.

I will make a one-time exception to this rule for HW1: late submissions
will receive a 10% penalty for every 24 hour window that they are late.

Future assignments will not offer this grace period, and late
submissions will _not_ be accepted.

It is every student's individual responsibility to assure they are aware
of homework assignments, their due dates and that they meet them.
