Are you sure?

Check in /sbin.

chown(8) is an admin utility (hence documented in
section 8 of the manual pages); it is not in /bin or
/usr/bin, as those are the locations for utilitites
for all users.  /sbin (and /usr/sbin) may not be in
your default PATH as a regular user.
