[Themaintainers] CLARIFICATION: You Do NOT Need a Completed Paper to Propose to Maintainers III!!

Hi, everybody.

Just a point of clarification: some language on the webpage (now changed,
we think) and in the proposal form seems to suggest that you need to have a
completed before you propose to Maintainers III. That's NOT the case.
Please don't let that hold you back.

We *will* ask you for a brief paper eventually, as is the tradition of the
conference, but for now just an abstract will do fine.
